Review and Discussion of SNIE 13-5-62: Short-Range Chinese Communist Military Intentions After a general review and discussion of SNIE 13-5-62 and matters pertaining thereto: a. Agreed that the Board of National,..Eatimates (coordinating with the USIB representatives, as appropriate). should prepare for circulation to USIB, no later than Monday morning, 2 July, a draft. paper updating the subject estimate in light of (1) the views expressed by Board members, (2) developments regarding the situation which have taken place since publication of the estimate on 20 June, and . (3) any additional relevant information that may become available prior to 2 July. b. Agreed that Board members on 2 July would consider and take action on this paper, in a special meeting if necessary. 6. Situation Review a. Watch Committee Report No. 621 (1) Approved as amended. b. Weekly Survey of Cold War Crisis Situations, No. 26-62 (Memorandum for USIB, 26 June) . Coordination Staff Report and Recommendations re Committee Structure of USIB (USIB -D-27.1/18, 31 May) Following a preliminary exchange of views on the subject report, the Board- a. Agreed to defer action on the matter until the 11 July meeting. b. Noted that General. Carter, .inr.esponse to,the Chairman's suggestion, would review the report after obtaining the views of member agencies, in an effort to resolve any conflicting agency views, insofar as possible, prior to the 11 July Board meeting. 8. Post-Mortem on NIE 11-2-62- The Soviet Atomic Energy. Program (USIB-D-15.2 /89, 6 June)* a. Noted the findings in Part I of this paper. b. Approved the action recommended by JAEIC in Part II. 4 9. Release of Certain Estimates to Joint Committee on Atomic Energy a. Concurred in the release to the Joint Committee on Atomic Energy of- (1) NIE 13-2-62, "Chinese Communist Advanced Weapons Capabilities" (less the Special Annex). (2) NIE 11-2-62, "The Soviet Atomic Energy Program". b. Concurred in the Chairman's view that in the future the AEC *Holders of subject paper are requested to annotate their copies to reflect the Board actions on this post-mortem as set forth in item 8. a. and 8.b. above. Quarterly Review of National Estimates Program (Memorandum for USIB, 25 June) a. Approved, as submitted, subject to -addition in the third quarter of estimates on (1) Argentina and (2) the Soviet ground forces. b, Noted, with reference toc:.preparati.on.of the above-cited estimate on Soviet ground forces, that .the. Board of .National. Estimates would submit further proposals with respect to the specific scheduling of that paper at the next USIB meeting. c. Noted that the precise. scheduling of, an estimate on-the Republic of China, which would be required by .the White House before the end of the ,year., could be deferred until the next review of the estimates program in September.. 11. Review and Discussion Security Conditions (Reference: SNIE 81-62) a. Noted and approved a CIA Current Intelligence-Memorandum (OCI No. 2346/62, 27 June) on the subject matter which was tabled at the meeting. b.
