4. (Secret L-1 Representative Leslie C. Arends stated he
had noted with concern Senator McCarthy's attacks as well as Representative
Lindsay's. He stated that since Senator Thomas J. Dodd had spoken up
defending the Agency, that he also would like to do so and requested that
we furnish him a short piece on this which I agreed to do.
5. (Secret Met with Representative Michael A. Feighan
and Mr. Edward O' onnor to discuss the JOURNAL AMERICAN article
of 2 March 1964. This matter was discussed in. considerable detail.
Generally, Mr. Feighan deplored the fact that the article had appeared.

In response to Congressman Charles 25X1
E. Bennett's letter of 29 February 1964 concerning the travel o 25x1

to the Soviet Union and his request for guidance as to "observations"
he should make, advised Congressman Bennett that we would be pleased
to talk to the individual after his return but that it was not our policy to
request specific observations of such travelers. I further provided
Congressman Bennett with the address of the information center for
travelers to the Soviet Union. Mr. Bennett thanked us for the assistance
and indicated his approval that such a traveler not be requested to make
specific observations.
