Tuesday - 23 June 1964
3. Delivered to Russ Blandford, House Armed
Services Committee staff, those portions of the Director's briefing paper
which dealt with Laos and Viet Nam.
4, By way of follow-up to our previous
conversations and his expression of interest in visiting the Agency, I
checked with Representative Roman C. Pucinski as to a suitable date.
Mr. Pucinski suggested 2 July 1964. Arrangements are being made for
a breakfast visit on that date.

5. I called Benny Kass, Counsel,
Moss Information Subcommittee, concerning the item in Jack Anderson's
column about the alleged statement of Chairman Moss to offer an
amendment to the appropriations bills forbidding use of government
money to purchase lie detectors or to pay lie detector operators.
Mr. Kass knew nothing about such a statement by the Chairman, and
after checking with the Chairman's Administrative Assistant advised
me that the Chairman's immediate staff knew nothing of this statement.
Later in the day I met with Mr. Archibald who indicated that although
he had met with the Chairman during the day, the matter had not come
up in their conversation. In passing, it was noted that the Chairman's
present outlook would indicate that the Committee report will be critical25X1
of the polygraph but no definition was given as to how critical.
7. Advised Mr. Andrew McCutcheon,
Executive Secretary to Congressman Vaughan Gary (D., Va.), that
review indicated no reason against the Congressman recommending
to DIAL. (See Journal item of 18 June.)
8. Met again with Mr. Charles L. Ward,
Administrative Assistant to Congressman Carl Albert, concerning his
letter to the Director relating to the Allen-Scott report of CIA scholarships.
I advised Mr. Ward that Mr. Allen had indicated the item was handled
by Mr. Scott, and that to date Mr. Scott has not returned our calls.
Mr. Ward indicated a written response would not be required.
9. Met with Mr. William Gulledge, Staff
Director, Senate Post Office and Civil Service Committee, who advised
me that all is okay with the sections of the Pay Bill directly relating
to Agency interests. He further indicated that it is probably going to
take a couple of more sessions to square away Title TI of the bill within
the Committee. , This would indicate possible completion of consideration
by the Committee and Senate consideration before the Fourth of July recess.
