Monday - 22 June 1964
1. In response to his request, I advised
Mr. Roy Moor, in the office of Senator William Proxmire, that we did
not have any unclassified material on the Cuban economy which we could
make available for the Senator's use at this time. In response to his
query concerning Paul Bethel and the Citizen's Committee for Free
Cuba, I indicated that while Bethel and the Committee were working
in what they felt were the best interests of Cuba, we could not endorse
Bethel. I pointed out that many Cubans, while having a strong love
for their country, are frequently motivated by personal objectives and
this should be kept in mind. Moor said he appreciated this and thanked
me for looking into the matter for him.
2. Talked with William Darden, Senate
Armed Services Committee staff, regarding the printing plant, our
retirement bill and appropriations. See Memo for the Record for
details. It is anticipated that we will meet once more with the combined
Subcommittees before the Senate recesses for the Republican convention
3. Talked with Mr. Bob Young, Senate
Judiciary Committee staff, regarding the case of 25X1
I told Young that State Department had advised us of his desire to get
a reading on these cases from the A enc . I told Young that a thorough
review of our information developed no evidence of 25X1
Communist Party activities or collaboration on their part. However,
I pointed out that any reference to this report should be restricted to
executive meetings of the Committee. I pointed out that we could not
give the Committee any iron clad guarantee. We could merely state
that our files contain no information to this effect. Young said he under-
stood and appreciated our getting intouch with him.

4. Met with Mr. Benny Kass, Counsel,
Moss Information Subcommittee, and ascertained that as well as polling
the Committee members for conclusion of our appearance on use of the
polygraph next Thursday and Friday, the Chairman has also forwarded
personal letters to each member confirming the fact. In passing, Mr. Kass
mentioned that he hoped Mr. Echols could be available again for the reason
that there are several questions on personnel records that he would like
to take up.
5. Had a very pleasant meeting with
Congressman Clement J. Zablocki (D., Wisc. ) and invited him to a
breakfast on Thursday, 25 June, at 8 a.m., to be hosted by Mr. Kirkpatrick.
6. Met with Mr. Samuel Scott, House
Rules Committee, at his request and received from him a request for
7, Met with Mr. John Martin, Assistant
Chief Counsel, House Ways and Means Committee, concerning H. R. 7216
and H. R. 8427, disability retirement tax exemption. Mr. Martin advises
that the Committee may well be finishing up with the MEDICARE bill before
the end of the week (possibly unfavorably) and if so there might be time in
the Chairman's discretion to take up some miscellaneous legislation. I
am to check with Mr. Martin again the end of this week.

Post Office and Civil Service Committee, who advised in part that he is
hopeful of definitive action on the Pay Bill by the Committee in tomorrow's
executive session. He also assures me that he sees no change at this
time in the sections of the bill in which we are particularly interested.
I am to meet with him again tomorrow after the Committee has met.
Administrative Assistant to Congressman Carl Albert, concerning the
Congressman's letter to the Director about Agency scholarships reported
in the Allen-Scott report. Although not necessary in response to the
constituent, Mr. Ward suggested that it would be appreciated if we had
any information in possible explanation given by Allen and Scott concerning
the item.
