Talked with Representative Melvin Price regarding the requests we have received from the House Select Committee on Government Research for Agency information regarding its research and development program. I advised Mr. Price that we had encountered no real difficulty with the Committee staff as yet, however, it appeared that we would be unable to provide on an unclassified basis any meaningful information for the Committee's use in its current study. I told the Congressman we were approaching him in view of his membership on this Committee, our CIA Subcommittee and the Joint Committee on Atomic Energy. In the latter two capacities, he was familiar with our problem in this regard. I told Mr. Price that unless he had any other suggestion, I proposed to meet with the Committee Counsel on Wednesday and discuss the matter along the lines indicated above. Mr. Price said he could see what we were facing and thought this would be the proper approach. He said he had not seen Chairman Elliott recently but would talk with him about this and that we could feel free to use his name and his relationships with the Agency in conversations with the Committee staff, Left with Major Jack Rosen, of the Joint Com- mittee on Atomic Energy staff, the most recent compilation of the OSI (Rosen indicated that the Committee staff has been in touch with Since the two most recent occurrences were not included in the work sheet, Major Rosen asked if it would be possible for to come up and discuss these two items with the Committee staff. He said the telephone conversations were so cryptic as to be somewhat unintelligible. Therefore, he would appreciate our assistance in this within the next few days. I told him we would be glad to have or some other appropriate person meet with the staff. 25X1 L Approved For Release 2005/03/15 CIA-RDP66B00403R000200220020-2 Approved For Release 2005/0?CIA-RDP66B00403R000200220020-2 Journal - Office of Legislative Counsel Page 2 Monday - 8 June 1964 4. I met with Mr. Russell Blandford, Chief Counsel, House Armed Services Committee, who advised that the chairman would like to meet at 9:00, Thursday, 18 June, rather than 10:00 as previously scheduled. The Director's office has been notified of this change in time. (See memorandum for record for suggested agenda items.) 5. Met with Mr. Robert Michaels, Staff Assistant, House Committee on Appropriations, concerning the impending publication of the book THE INVISIBLE GOVERNMENT. Mr. Michaels 25X1 advised that the chairman has not yet been briefed on the subject of this book, 11 A second25X1 question, with regard to the coverage given by the SUNDAY STAR of 7 June, is the expression of concern by government officials as reported in that article. This appears to be quite far afield from the usual no comment regarding intelligence matters. Allied with these two points it was indicated that the Committee may well desire some guidance concerning the protection afforded by present laws and the possible need for further legislation to protect the government. Although this is not a matter pertaining to Appropriations Committee, it is hoped that we will be able to advise what effort or review is being undertaken by House Armed Services. Mr. Mahon continues to be engrossed in matters pertaining to the full committee and has not had time to focus on either the question of our request to Mr. Cannon to brief the Committee on the Agency budget or on our more recent request concerning an Agency "building". 6. et with Mr. Benny Kass, Counsel, House Foreign Operations and Government Information Subcommittee, and provided nine copies of the Agency applicant information and personal history statement packages given to prospective employees. 7. Received a call from Congressman Charles E. Bennett (D., Fla.) requesting the name of an Agency official who might be contacted directly by a constituent interested in the possibility of a career with the Agency doing studies in the field of transportation and economics. The Congressman was advised that we would check the matter and be back in touch with him in the morning. Approved For Release 2 5: CIA-RDP66B00403R000200220020-2 ' 1L. As a result of conversations between Mr. Roy Moor, in the office of Senator William Proxmire, and his F II met with Roy Moor. Referring to te Senator's membership on the Joint Economic Committee, Moor said that they would be interested in any information on the Cuban economy which we felt could be made available to the Senator for his public use without attribution. He mentioned that in company with David Martin. in orma ion in the economic field to te attention of the public. I thanked Moor for his interest and that of the Senator and extended an invitation for the Senator to visit the Agency if he should have an opportunity but made no commitments with Moor other than to look into the matter. Moor completely understands that we may or may not be in a position to do anything along the lines he has suggested. 9. Congressman Donald C. Bruce and his Administrative Assistant, Mr. Nicholas T.
