1. Received from the Speaker's office
registered parcel number 33933 from
Executive Secretary to Congressman James C. Cleveland (R., N. H.),
concerning the Congressman's letter of 6 April. I advised Miss Marceau
that the Agency had received two previous communications from
on the subject of the Congressman's letter. Miss
Marceau requested that this meeting be followed up with a short letter
to the Congressman regardin gF7 I

3. 1 -1 I met with Mr. John Martin, Assistant
Chief Counsel, House Ways and Means Committee, who advised that the
present MEDICARE hearings will continue throughout the next several
weeks with the only anticipated breaks to be for continuation of the debt
ceiling and tax rate extension, both of which measures are due to expire
on 30 June.
4. Congressman Sam Gibbons stated
he had just returned from Chile and was very disturbed about developments
there and said he would like to furnish his impressions to the Agency and
arrangements were made for him to drop by the Agency at 8:30 tomorrow
morning. A representative from DD/P and DD/I will be selected to meet
with him.

5. Mr. Kirkpatrick and Mr. Warner
met with Senator Eastland in response to a query by Senator Eastland
about charges that Mr. Kirkpatrick25X1
went into this in some detail pointing out that he had visited there several 25X1
times and had talked with Ambassadors Gardiner and Smith. Mr.
Kirkpatrick pointed out F- I 25X1
Kirkpatrick extended an invitation to the Senator to visit out at the Agency
at some appropriate time suggesting we might review with him our security
procedures. The Senator seemed genuinely interested and we will follow 25X1
up on this.
7 I The Rules Committee held further
hearings on a resolution for a Joint Committee. Witnesses testifying for
the resolution were Representatives Ryan, Zablocki, Dodd, Rogers, Lindsay,'
Gibbons, and Anderson. In general these presentations were reasoned to
arguing that the senior members of existing Subcommittees simply had too
great responsibilities to devote sufficient time to intelligence. The other

theme was that intelligence transcended the jurisdictional lines of
military aspects and should not be confined to Armed Services. In
general, there were no distortions or accusations about the Agency.
The hearings will be continued to give the Armed Services representatives
an opportunity to testify. During the hearing, talked with Representative
Mendel Rivers who said he thought it would be very important for the
DCI to talk with H. Allen Smith, a member of the Rules Committee,
after this matter died down. Reading between the lines, it clearly
appears the effort is to get a Subcommittee of the Rules Committee to
look into the matter in some detail, looking toward pushing the Joint
Committee very hard at the beginning of the next Congress when Vinson
is out of the picture. Zablocki was quite frank on this privately saying
they realized they had no chance of a Joint Committee as long as Vinson
opposed it.
