Senator Henry M. Jackson our views on an invitation for the Senator
to speak to a group. The invitation came with a letter from the Chinese
Ambassador to the U. S. The invitation involves making the keynote

speech to the Council of Asian Peoples Anti-Communist League in
Taipei during the period 23 - 27 November. The Senator would like to
know our views on his accepting the invitation. I told Miss Fosdick we
would look into this and advise.

11. Spoke with Mr. Joseph McIntyre,
in the office of Senator Edward Kennedy, regarding a constituent request
for a copy of the report on Vietnam. I advised Mr.
McIntyre that this document still carried an official use only limitation
notwithstanding the fact there had been references to it in a number of
newspaper articles. However, I added that arrangements had been made
with the Senate Foreign Relations Committee for the Senator's office to
receive a copy of this report for their use.
12. Talked with Miss Natalie Martin, in
the office of Senator George Smathers, who said she had made arrange-
ments for me to see Senator Smathers at 11:45 tomorrow to discuss news-
paper articles on missiles in Cuba. (OCI has prepared a briefing paper
on this.)
14. reviewed in part the
draft report of the Senate Committee on Armed Services relating to
H. R. 8427. The draft was not in a condition normally anticipated for
a first draft. The revised committee print and report were sent to the
printers during the evening for page proofs which will be available for
correction during the day tomorrow.
