2. Met with Mr. T. Edward Braswell, Staff Member,
Senate Armed Services Committee, and provided him with a two-page outline '
titled "Administration of Proposed CIA Retirement System" for his use in
discussion of H. R. 8427 during executive session this morning. Mr. Braswell,
indicated that although this classified paper was exactly what was needed for
executive session he would need an unclassified version of this paper for use
in the committee report and in possible floor discussion.
Upon completion of executive session, Mr. Braswell advised that the
committee had approved reporting H. R. 8427 as set forth in Committee
Print No. 2 to the Senate. This Committee Print contains the revised definition
of qualifying service agreed upon yesterday afternoon. He advised that he
had also outlined the additional provisions desired by the Agency and the
reasons therefor, but that the chairman, with the agreement of other members,
indicated that he was not desirous at this time of including those provisions
in the bill to be reported.
As for reporting of the bill to the Senate, Mr. Braswell advised that
the actual reporting would be accomplished late tomorrow afternoon and that
he will be doing final work on the draft of the report tonight and the first thing
in the morning. An appointment was made for Mr. Warner and myself to meet
with Mr. Braswell at 10:30 in the morning to review the report prior to
publication.

3. Met with Mr. James Westhall,
Legislative Assistant to Congressman Louis C. Wyman (R., N. H.),
50X1 concerning the employment application turn down of
50X1 Mr. Westhall was most appreciative of my coming by to
50X1 discuss request with him and indicated that they would
respond generally in the area that the Agency does not provide specific
reasons for failure to accept an individual for employment; that there
were other better qualified applicants for the openings available at present;
50X1 and that was not "rejected" but rather was not "selected".
Mr. Westhall suggested that he might call me to go over the letter with
him when it is ready for dispatch. I advised that I would be glad to drop
by at that time.

Senator Stennis to

of the enclosed letters of appre-
ciation and commendation
and courtesy to the Senator during his recent visit
for their assistance

8. George Murphy, Joint Committee on
Atomic Energy staff, called to advise that he was sending us a "routine"
letter concerning security procedures in the delivery of classified
material to the JCAE., Mr. Murphy said that this stemmed from the
problems encountered in other agencies but as a result of those problems
the Committee was restating its procedures to all departments and agencies
with whom the Committee has contact. Mr. Murphy merely wanted us
to know that there was absolutely no problem in this regard insofar as
the Agency is concerned.
10. At the request of the office of Senator
George D. Aiken, arrangements were made for the
interview who claims to have sensitive information
of interest to us.
