2. Talked with Congressman Ogden
Reid's office making arrangements for the briefing of the Congressman on
Friday.

4. Met with Mr. William Gulledge,
Staff Director, Senate Post Office and Civil Service Committee, and
learned that the report (1476) concerning H. R. 5932 had been filed on
Tuesday, 18 August, and had been placed on the calendar of business
at order number 1413. Depending upon the action of the Senate this
evening when it is planned to recess early for a reception of members
of Congress by the President, there is some possibility that this bill
will be reached on the call of the calendar and, if no objection is raised,
passed by the Senate.
5. Met with Mr. William A. Irvine, Pro-
fessional Staff Member, House Post Office and Civil Service Committee,
who advised that he and the Committee Counsel had met with the House
Parliamentarian who advised that due to the press of business it would
be best not to bring up H. R. 5932 for consideration until the House returns
after the Democratic Convention. He also advised that the matter had been
discussed during the day with the chairman.
