Received a call from John Wilpers, FDD, advising us that of the Joint Publications Research Service (JPRS), had received a telephone inquiry from Mrs. Annelle K. Murray, of the Select Committee on Government Research. Mrs. Murray requested information on JPRS' activities in the translation of foreign scientific documents. She also requested information on the authority which established JPRS, etc. On the basis of this conversation and a review of the matter with OCR, I called Mrs. Murray and advised her that "we had an interest in JPRS" and asked that she not pursue this matter further until I had an opportunity to talk with her about it on Monday. Mrs. Murray said she suspected as much and would be happy to see me on Monday. 2. Miss Natalie Martin and Mr. Hoyt, in the office of Senator George Smathers, passed on to us correspondence which the Senator has received concerning I advised we would look into this and be in touch. 3. Attempted to see Senator Thomas Dodd or his Assistant James Boyd concerning the Senator's letter to the Director regarding an applicant for Agency employment. 50X1 Neither Senator Dodd nor Mr. Boyd were available. David Minton, Legal Assistant, Senate Post Office and Civil Service Committee, and reviewed with him the amendments intended for inclusion along with our retroactive pay authority. Mr. Minton advised that the amendments would be finalized by Monday morning. (Internal Use Only - JGO) Met with Mrs. Phyllis Piotrow, Legislative Assistant to Senator Kenneth B. Keating (R., N. Y.), con- cerning her query with regard to Viet Cong guerrilla instruction in Cuban forces. I advised Mrs. Piotrow that there was quite a bit of overt informa- tion on this subject, but that in essence the National Front for the Liberation of South Vietnam had established a permanent commission in Havana in August, 1962, headed by Li Van Thinh, and that this commission had been engaged in various propaganda events. During July at least eight Vietnamese i arrived in Cuba as invited guests for the 26 July celebration. Although we have no information that the Vietnamese are training Cubans or Latin \ Am.ericans in Cuba, it is quite likely that those who are there and have had military or guerrilla experience are informing interested persons of their items and experiences. 9. (Internal Use Only - JGO) Met with Mr. Jack Matteson, Chief Investigator, House Foreign Operations and Government Information Sub- committee, who advised that he had not had occasion to meet with the Chairman concerning the Chairman's inquiry relating to FBIS, but that he would do so at an appropriate time.
