1. Saw Sam Archibald, Staff Administrator,
Subcommittee on Foreign Operations and Government Information, and
picked up an advance copy of the Subcommittee's report on the use of the
polygraph in the Federal government.
50X1 Z. Delivered to Mr. Robert Alexander,
Executive Secretary in the office of Senator Olin D. Johnston, a letter
from Mr. Warner to the Senator outlining this Agency's policy with
regard to providing speakers for public gatherings.

Picked up a copy of the transcript and
stenographic tapes from yesterday's briefing of the Defense Sub-
committee of House Appropriations.

Senator Leverett Saltonstall called
apparently after he was unable to reach the Director. He mentioned the
earlier conversation he had had with the Director. He stated he had
discussed this with Senator Russell who indicated he believed the bill
needed tightening in several respects. Senator Saltonstall's recommendation
to me was that we get together immediately with Braswell on these items.
These were discussed with Braswell later in the day and a further meeting
was established for tomorrow morning to include Mr. Kirkpatrick, Mr.
Helms, Mr. Echols, and Mr. Warner.

7. Mr. James Shue in Representative
Frelinghuysen's office called indicating that a constituent had brought to
their attention an individual who had left Cuba in February of this year,
8. Met with Mr. William Gulledge,
Staff Director, Senate Post Office and Civil Service Committee, who
advised that the Committee would be meeting on Tuesday. He indicated
also that two other amendments are under consideration for inclusion.
One would amend sections 303 (f) and (g) of the Act to provide for NSA
and the United States Attorney's Office. The other would amend section
308 to include the Panama Cahal Company. Mr. E. David Minton, Legal
Assistant on the staff, will be working on these amendments and I plan
to meet with him on Friday.
9. Met with Mr. Carl Vinson, Chairman,
House Armed Services Committee, who advised that the Committee had
nine bills on the Whip notice for consideration by the House of Representa-
tives during the coming week so that it would not be possible to come out
for lunch this week. I am to check with him late in the week to attempt
to schedule another date for the luncheon.
10. Met with Mr. Ed Braswell, Professional
Staff Member, Senate Armed Services Committee, and rescheduled the
meetin with him for Messrs. Warner, Kirkpatrick, Helms, Echols and
50X1 1or 9:30 Friday morning. We also reviewed briefly the possible
c anges under consideration to bring the bill more in line with Senator
Ru:ssell's desires. In this context, Mr. Braswell indicated that if additional
amendments should be considered to align the bill more closely with certain
Civil Service features, that such matters should be considered at this time.

11. Met briefly with Mr. John F.
Sullivan, Special Assistant to Senator Daniel Brewster (D., Md.),
50X1 who advised that had changed his mind about
submitting an application for employment with the Agency at the present
time and plans to continue his studies for another semester or so at the
50X1 University.
