1. Delivered to Bill Darden, Professional Staff
Member, Senate Armed Services, the Director's classified letter to
Senator Russell in connection with the amendments to the Missing
Persons Act, H. R. 2989. Shortly thereafter, I attended the open
hearing on this bill. Colonel Cook, USAF, delivered the presentation
on behalf of this bill, and stated that its enactment would benefit
civilian employees of the Government as well as the military. The
ten members of the Armed Services Committee who were present
proffered no objection to the passage of this bill. I thanked Colonel
Cook for his efforts in our behalf.
2. Talked with Robert Michaels providing him
information on costs of establishina FMSAC per his request. Cost
figures were obtained from
Later in the day Mr. Michaels telephoned to advise that we
would not be getting a letter on our budget since the Chairman has decided
that procedurally he would prefer to discuss with the Senate Committee
privately the House Committee action and then, if the Senate agrees, there
would be a single letter to the Agency. If the Senate had a different view,
the plan would be to attempt to resolve the differences between them before
notification to the Agency. Michaels also added that the Chairman stated
his intention of holding considerably more detailed hearings on the Agency
budget and mentioned the possibility of three or four days. Further, the
Chairman planned to do these as early as possible before the Appropriations
Committee started work on the major departmental budgets possibly starting
in January.
