Tuesday - 21 July 1964
1. (Internal Use Only - PJC) Our proposed technical amend-
ment to the Federal Pay Bill was left with Mr. William Gulledge,
Staff Director, Senate Post Office and Civil Service Committee, for
his consideration.
2. Met with Fred Mesmer, Staff Director,
Senate Subcommittee on Immigration and Naturalization, and discussed
Senate bill number 2978, which pertains to the naturalization of employees
of the Free Europe Committee. Mr. Mesmer stated that he doubts that
the Subcommittee will take any action on this bill before the end of the
current session, but that reports on the bill were requested of the
Department of Justice and the Department of State. I advised Mr. Mesmer
that the Agency had an interest in this bill and that we would appreciate
his notifying us should any action be taken on the bill by the Subcommittee.
We are querying State and Justice with regard to the timing and substance
of their responses.
3. (Internal Use Only - JSW) Talked with Bill Jordan in Senator
Russell's office indicating that the Director very much wished to see the
Senator. I indicated that from the Director's viewpoint any time tomorrow
afternoon seemed desirable. Mr. Jordan said he would check on this and
advise.
4. Talked with Mr. Blandford, House Armed
Services ommittee staff, and advised him that had
been interviewed Friday of last week and Monday of this week and
according to our people looks very good and he is now in process as a
JOT. I cautioned Blandford that, of course, this is merely the first
step and there will be all of the usual processing steps before final
decision.
Also indicated to Blandford that with respect to the query of
Chairman Vinson concerning reliability of missiles of the Soviets vis-a-vis
the U. S.,, that we and Defense were ready to brief the Chairman at his
convenience. Blandford advised later that 8:30 a. m. on Friday would be
fine for this and I indicated I would have several briefers along to do this.

5. (Internal Use Only - JSW) Sam Archibald, Staff Director,
Moss Information and Foreign Operations Subcommittee, advised that
in accordance with our arrangements there was available for us in
draft form a copy of the Subcommittee's report on the polygraph hearings.
This was later picked UD and we will review it and offer comments, if
any. (Copy sent tc Office of Security, for review.
