1. In response to a request from
the office of Senator Barry Goldwater, I met with Mr. Michael Flood,
a law school intern in the Senatorts office this summer, and talked
with him about the Agency (using the CIA pamphlet) and had an
unclassified discussion of the composition and function of our office.
I spent approximately an hour with Mr. Flood who appeared interested
and appreciated the time given him. I gave him a copy of the pamphlet
and a copy of P. L. 110.

5. Made a light check with the clerical
staff of tl-e Senate Constitutional Rights Subcommittee concerning the
WASHINGTON POST article reporting on some of the Subcommittee's
findings with respect to the screening of certain security positions.
I was advised the Subcommittee had not held hearingson this and had
published nothing for general publication although it apparently writes
a periodic staff summary. Since I was known to the staff and since this
was not offered without a conference with the Subcommittee's legal staff,
I did not press the matter.
6. Talked with Dick Yarborough, Staff
Assistant to Senator Ralph Yarborough, and advised him that I had
checked and that to the best of our knowledge, there had been no
official comment on the NEW REPUBLIC article on the countries of
origin of weapons taken from captured Viet Cong troops. (See Journal
of 6 July 1964.) I offered to assist Mr. Yarborough in drafting a
response to his constituents inquiry, but he said that would not be
necessary. He appreciated the offer but said he would draft an
appropriate reply.

9. Talked with Mrs. Pearson, in the
Journal - Office of Legislative Counsel Page 3

8. At his request, I dropped by the office
of Representative John 0. Marsh and received material which the
Congressman had collected and prepared on "Operation Friendship"
a "humanitarian project" to provide support for the underprivileged
in the Republic of Viet Nam. This project was initiated by Major
General William P. Yarborough and, according to Marshts staff, was
reviewed without objection by Secretary of the Army Vance to whom
Marsh had referred it. Marsh is not certain he will publish this material
but wished to submit it to us for any comments or corrections we care
to make. This is being forwarded to the DD/P.
office of Representative Leslie C. Arends, regarding the application
50X1 of for Agency employment. I advised her that while
50X1 we were impressed with qualifications, we did not have
a vacancy in a position in this field at this time but pointed out I had
asked our Director of Personnel to personally review this case to see if
50X1 there was any possibility of our employing in some
other, capacity with a view to putting her into language work at a later
time. I advised her that we would be back in touch early next week.

10. As a result of queries from the House
Select Committee on Government Research, I provided Mrs. Murray,
of the Committee staff, with a blind paper containing an unclassified
statement on our ma-chine translation program (provided by OCR), a
cost figure on our translations and an unclassified report entitled "A
Comparison of U.S. and Soviet Professional Manpower" which Committee
Counsel,Mr. Naftalin,requested at our meeting some time ago. Mrs.
Murray thanked me for this material and aside from expressing an
interest in talking with Mr.' Becker about our machine translation program,
indicated that the matter -is completed as far as the Committee is concerned.
I told her I was sure Mr. Becker would be happy to talk with her at any
time.
