1. Mr. Cary accompanied Mr. Echols
and to a meeting with Senator Stuart Symington regarding
the Agency decision not to take :nto the JOT program.
As we anticipated, we were unable to convince Senator Symington of
the sound basis for our determination ir case. The Senator
refused to accept the value of tests and brought two members of his
office staff in to interrogate them in our presence to point out the strong
feeling which everyone there had in support of After
lengthy conversation, the matter was left on the basis that Senator
Symington would not contact anti]. Mr. Echols had had an
opportunity to personally review case taking into
consideration the Senatorts personal evaluation of him and several
recommendations. Mr. Echols indicated he would complete this review
within 24 hours.
2. expressing
our concern over Senator Javitst introduction of a bill on behalf of
certain employees of Radio Free Europe who, because of their assign-
ment abroad, prejudice their cases for naturalization under the Immigration
and Nationality Act, said he had no idea -as .to what prompted
this action on the part of the Senator unless it was the result of some
previous contacts with Javits which occurred prior to the understanding
that nothing would be done on this
without full coordination with the Agency.
RFE was planning a ceremony on
Monday in connection with Captive Nations week and had invited
Representative Samuel S. Stratton to speak at this ceremony. As of
this morning, Stratton had not committed himself.

3. Talked with Peggy MacDonald, in
the office of Senator Henry M. Jackson. to bring her up to date on the
application of I advised her that
had taken Agency tests on 26 June, that we were expediting the review
of those tests with a view to accepting him in the JOT program. I
emphasized that this was a progress report and in no way constituted
a determination that we would ultimately employ Miss
MacDonald said she understood and appreciated our keeping her informed.
4. John Newhouse, Senate Foreign
Relations Committee staff, called regarding a reference in the CHRISTIAN
SCIENCE MONITOR of 1 June concerning articles which appeared in
recent issues of the magazine REVOLUCION, subsidized by Chinese
Communists in Paris. He asked if we could provide the Committee
with the five issues of REVOLUCION mentioned in the MONITOR articles.
We are checking into this

6. I was advised by Mr. William P. Gulledge,
Staff Director & Counsel, Senate Post Office and Civil Service Committee,
that consideration of H. R. 7381 (Dual Compensation Act) was postponed
by the Senate today. The bill will be presented for two hours debate and
vote on Monday, 13 July 1964.
