IN THE HOUSE OF REPRESENTATIVES

Mr. GUBSER introduced the following bill; which was referred to the Com-
mittee on Post Office and Civil Service
A BILL
To provide that the President shall designate one agency of the
Federal Government to conduct all security investigations of
civil officers and employees of the United States, and of
persons who apply for employment as such officers and em-
ployees.
1 Be it enacted by the Senate and House of Representa-
2 tives of the United States of America in Congress assembled,
3 That the President shall, in his discretion, designate the Fed-
4 era! Bureau of Investigation, the United States Civil Service
5 Commission, or a central security clearance agency which he
6 is hereby authorized to create, as the sole Federal agency
7 which shall conduct security investigntions of civil officers

1 and employees of the United States, and of persons who
2 apply for employment as such officers and employees.
3 SEC. 2. Any record in the possession of an agency of
4 the Federal Government relating primarily to a security in-
vestigation of a civil officer or employee of the United States,
' 6 or of a person who applies for employment as such an officer
7 or employee, shall be transferred to the Federal agency desig-
8 nated by the President under the first section of this Act.
9 SEC. 3. In conducting any security investigation under
10 this Act, the Federal agency designated by the President
11 under the first section of this Act shall not duplicate any in-
12 vestigation conducted by an agency of the Federal Govern-
13 before the date of enactment of this Act, unless there is.
14 reasonable cause to believe that such duplication may affect
15 the eligibility or status of any person employed, or seeking
16 employment, as an officer or employee of the United States.
17 SEC. 4. The provisions of this Act shall not apply with
18 respect to any security investigation of military personnel
19 required by the Army, Navy, Air Force, Marine Corps, or
20 Coast Guard.
