Approved For Release 2005/01/05 : CIA-RDP66BOO403ROO0400060009- 15 January 1964 MEMORANDUM FOR THE RECORD SUBJECT: DCI Briefing of the Mahon Defense Subcommittee of House Appropriations Committee - Wednesday, 15 January 1964 1. The Director met with the Mahon Defense Subcommittee of House Appropriations Committee at ten o'clock and recessed at 12:15. It reconvened at two o'clock and the Director rejoined the group about 3:30. The session went on until 4:30. Accompanying the Director were Messrs. Cline and Warner and Mr. Helms was present during the afternoon session. Present from the Committee were: George H. Mahon Robert L. F. Sikes Gerald R. Ford, Jr. George W. Andrews Daniel J. Flood Albert Thomas Glenard P. Lipscomb William E. Minshall Harold C. Ostertag Jamie L. Whitten Present from the Committee staff were: Ralph Preston Robert L. Michaels George Evans Frank P. There was no technical sweep of the room immediately prior to the meeting since under instructions the FBI conducted a sweep on Monday. However, by special arrangement with Mahon, the Agency conducted monitoring from an adjoining room throughout the hearing. A transcript was taken. 3. During the morning session the Director covered the Soviet military posture and Cline covered the Soviet economy. In an off-the- record statement the Director pointed out that Cline and several assistants were leaving tomorrow on a trip to certain European capitals to discuss the Soviet economy and that thereafter the Director was leaving two days later to discuss the same subject with leaders including heads of state. Mr. Mahon queried whether the Agency was familiar with a Scripps Howard writer, W. D. Friedenberg, who has a series of articles appearing on Eastern Europe. Cline is seeking information on this. 4. During the afternoon session, Mr. Helms covered all of his agenda items and Mr. Cline finished his agenda items. During the course of discussion of Communist China, Mr. Cline took certain remarks off the record dealing with the precise coverage of Communist China by U-2 photography. He also explained that this was sensitive operational information. 3. Mr. Mahon and Mr. Sikes particularly commented on the excellent briefing they had received.
