SEC. 3. Research,. The Seer c , a c v and the Office of Emergency.
Planning shall cooperate in rescar:rlt in areas involving the Depart-
ment's responsibilities under this or4:.er.
SEC. 4. Resources Jva7uotion. nJ'lie Secretary shall provide icr ap-
propriato participation in the national resources evaluation program
administered by the Office of Emnor!;ency Planning.
SEC. 5. Functional Guidance. ..lie Secretary, in carrying out the
functions assigned in this order, sli:. i t be guided by the following:
(a) Interagency cooperation. 'I hc. Secretary shall provide to all
other departments and agencies fo,-eign policy guidance, leaci.ocship,
and coordination in the formulatio and execution of those emergency
preparedness activities which m .j hive f(5reign policy implications,
affect foreign relations, or depend, directly or indirectly, on th;. pol-
icies and capabilities of the Departs most of State.

as an integral part of the co,ltiniiing activities of the Commissior; on
the basis that it will have the responsibility for carrying out such

as conferring authority under Title III: of the Federal Civil Defense
Act of 1950, as amended, or otherwise., to putt into effect any emerge racy
}Ian, procedure, policy, program, or course of action prepared or
eveloped pursuant to this order. Such authority is reserved to the
President.

tion of air carrier aircraft for WAS P iurpose.s in an emergency.
(d) Investigation. Maintain the ru.pability to investigate major
accidents involving civil air. Barrie aircraft, and violations of emer-
gency economic regul.atio:,s affecting < i r. sari ier operations..
(e) Claimancy. Assist the Federal Aviation Agency (hereinalt;er
referred to as FAA) in prep .cring pl inrsinrum those capab~ilitie;l
of other agencies qualified to perform of a;sist in the performance o,=
assigned functions by contractual or otl,c.r agreements.
