SUBJECT: Positions of the DCI and DDCI
Mr. Amory called me on 18 May 1962 and said he had
discussed with Mr. Bell, Director, Bureau of the Budget, the
question of what action might be taken to upgrade the positions
of the Director and Deputy Director. He said that Mr. Bell
replied that Mr. McGeorge Bundy had raised this subject two
or three months before and that Mr. Bell's position was that
while it might be a good idea in the abstract to upgrade these
positions appropriately, it was his understanding that the
President would permit no exceptions to the rule that amendments
to the Executive Pay Act would have to wait until after the present
pay act had been enacted, so probably not until next year. The
Bureau would, therefore, be compelled to oppose unilateral
action for the positions of the Director and Deputy Director but
there is no proposal before the Bureau at this time.
