As instructed by the Director I called the Bureau of the
Budget on 17 May about the proposal to upgrade the positions of
the DCI and the DDCI. I talked to Mr. Amory who said that he
had been aware of the proposal but did not know where it rested
at this time. He mentioned that the Bureau was very much
opposed to any unilateral action for any positions in the Executive
Branch as their strategy was to get through the pay bill creating
GS-18s, GS-19s, and GS-20s at above $20, 000 and the resulting
anomaly would force action on the executive pay bill early next
session. He also remarked that he was very much opposed to a
rank that would put the DCI above the Director of the Bureau
of the Budget. I asked if he would find out where the question
of the Director's position now stood, and he said he would do so.
