2. In accordance with your instructions, I talked to the
Bureau of the Budget about what level the I)CI would be placed in
by the proposed Executive Pay Act. Mr. Gerry E. Pettibone,
Assistant Chief, International Division, said their office had
been asked for a recommendation and had recommended the DCI
be out in the same category as Under Secretaries of maJ
departments,. or what we would call category 11, and the DI CI
in category M. He said he did not know the final decision and
referred to Mr. C. Spencer Platt, Assistant Chief, ice
of Management and Organization. Mr. Platt was under specific
instructions not to discuss the bill. but after some back and forth
there is no question in my mind that the DCIta position is still
in category 11 and will remain there unless the Presidentdirects
otherwise.
