As Mr. McCone noted in his telephone conver-
sation with you today H. R. 8716 placed the Director
of Central Intelligence at Level II of the Federal
Executive Salary Schedule and the Deputy Director
at Level III. However, H. R. 8986, which is the bill
which the Committee has voted on, reduces the
Director of Central Intelligence to Level III and does
not include any specific mention of the Deputy Director.
Mr. McCone stated to you that he believes this is most
unfortunate for the Agency and its relationships with
other departments and agencies with which it must
constantly deal and he feels it is most important to
put the Director back in Level II and the Deputy in
Level III.
A proposal for an appropriate amendment is
attached hereto.
