MEMORANDUM FOR: Director of Personnel
SUBJECT: Department of State Draft Legislative Proposal to
Amend the Missing Persons Act to Include Coverage
of Aliens Employed by the United States Government
Outside the Continental United States
1. There is forwarded herewith for your review and comment a
draft proposal by the Department of State to amend the Missing Persons
Act. There is also enclosed a copy of an undated letter from the Department
of State to Senator John Sherman Cooper concerning the proposal.
2. By a letter dated 4 December 1963, the Bureau of Budget has
requested expression of Agency views on the proposed legislation. It is
noted in this connection that in addition to providing coverage for all aliens
employed by the United States Government outside the United States the
proposal would be retroactive to the end of World War II.
3. For your information H. R. 2989, a bill to amend the Missing
Persons Act to cover certain persons detained in foreign countries against
their will, was passed by the House of Representatives on July 8, 1963,
and is pending further action at this time by the Senate Armed Services
Committee. This bill was sponsored by the Department of Defense on our
behalf.
4. It is requested that comments concerning the proposed bill to
provide coverage for alien employees be forwarded to this office by
17 December 1963.
