MEMORANDUM FOR: Deputy Director (Research)
1. The attached memorandum prepared for your
signature, indicates concurrence in the Office of Com-
munication's proposal that OSA's immediate need for
communications personnel be met by 1) contracting with
the for technical personnel
and 2) looking to the military as a source for crypto-
graphers and radio operators.
2. We have been advised by the Office of Communi-
cations that the annual cost of this type of technical
representative is approximately $13,800 per year for
ZI locations and $16,800 for overseas assignments. For
the military detailees the cost is roughly $5,000 per
man per year. Added to these basic charges of course
will be transportation, overtime for the technical re-
presentatives, per diem, etc.
3. Considering the lead time required before even
these types of personnel can be identified and cleared,
it appears that at best we could have only a very few, if
any, of them on board before the end of FY 63 and then
for only a month or two. Our Budget and Fiscal people
believe that any costs resulting from such a minimal
increase of personnel can be met from available FY 63
funds.
4. We hope to have an overall T/O paper prepared
for you within the next few days. Such a paper will in-
clude cost projections for not only increased staff em-
ployee positions but will also present a cost estimate
for the total number of communications technical repre-
sentatives for FY 64.
