Executive Rogistzy Approved For Release"01/07/26: CIA-RDP66B00560R0001001 CONFIDENTIAL 2 March 1963 MEMORANDUM FOR: Executive Committee SUBJECT : Scholarship Aid for Children of Agency Employees 1. You will recall our earlier discussions concerning the establishment of a scholarship program for children of Agency employees. A number of worth- while comments and suggestions were offered and the problems which might be involved were identified in detail. Of greatest importance, of course, is the problem of raising funds, but before we get to that I believe we can take certain preliminary actions which would give us a start and provide a better basis on which to undertake a fund-raising campaign. Accordingly two steps have been taken as follows: a. Action is underway to assemble here at headquarters all available information concerning scholarships, fellowships, grants, loans, etc. available at colleges and, universities throughout the country, plus a collection of catalogues of all the institutions in which our employees might be interested. This repository of information will be available to parents who wish information about educational opportunities for their children, whether they are seeking scholarship aid or not. An announcement of this service is attached (Tab A). b. Draft legislation has been prepared (Tab B) which would authorize the acceptance and administration of gifts and bequests for the benefit of the CIA and its personnel) 2. As for raising some money, I believe our best initial possibility lies in a selective solicitation among our well-to-do alumni. A little success along this line might make it much more feasible to try other sources outside Agency circles. 3. I suggest that we appoint a scholarship committee composed of men who are prepared to take an active interest in this whole program. ?he. near future to discuss this program, at which time I will appreciate having your thoughts and suggestions. yman B.
