MEMORANDUM FOR: Dr. Wheelon
SUBJECT : Senior Executive Pay Scale
To adjust to the numerous organizational
changes that have recently been made, the Deputy Director on 4 Novem-
ber 1963 approved a new Executive Pay Scale which includes in Category
I the Deputy Director for Science and Technology (yourself), in Category
II the position of Chairman, USIB Watch Committee - and in
Category III the positions of Assistant Deputy Director for Science and
Technology (Giller) and Assistant Director for Scientific Intelligence
(Chamberlain).
I understand that you have already initiated the
necessary personnel action to promote Don Chamberlain to GS-18, and I
assume that you will wish him to remain in this status for awhile. In any
case, the initiative to place him in Category III should come from you at
the appropriate time.
