In the course of making arrangements 5 August for Office of the Inspector General, relative to his visit to -as chief of an IG team currently working on the FE Division, said that it was his understanding that very shortly the entire IG Staff would be granted access to all of the special clearances now falling within the purview of the AD/ OSA. 2. Since I had heard nothing of a move of this kind, I wish to hasten into print to express my vigorous objection to any blanket inclusion of the IG Staff into the mysteries of OSA along the lines suggested by The proliferation of special clearances within this Agency is a subject which causes me continual and unending concern, since there has been a continual drift away from the concept of "need-to-know" in the assignment of these clearances of late. 3. I attribute a fair amount of the current trend to the rather open manner in which OSA's special activities are surfaced in such sessions as the Director's Morning Meeting, which I understand has grown to much larger proportions than originally envisioned, being now on the same order of magni- tude as the Senior Staff Meeting. It is not an unusual experience for us to be met in the hallway by various DD/I and DD/P officials, having no functional responsibility for our efforts whatever, and asked about the current status of the engine problem in OXCART, for example. The feeling seems to be that if the individual is a member of CIA, this is security enough. Perhaps you have heard of the current prospect suggested by remark.
