14. Toward an Effective Natlo*sl Et.connaissance Office. The
l rector of Central Intelligence has mad* available to the board a draft
of a proposed "Agree-,nent between the Secretary of Iefee:se a nd the
Director of Central Intelligence on the 1- anagernent of the Nad enal
1teceoeissance Program. ""In the judgment of the Board, this draft agree-
ment is the best conceived ?nd most soundly detailed plan for the manage-
n ent, the mission and the operation of the National Recon atssance Office
INRO) that has come tv our attention. We urgently recommend its
inunisdiate adoption.
In the course ci implementing the agreement and in carrying out its
plan we recommend. In addition, that:
(a) a clear channel of guidance and authorization flow
from the policy decisions of the President to the Secretary of
Defense and, as provided in the agreoment, to the Director
of Central Intelligence;
tb) a clear and effective connection be established between
the advance technology and planning of the national reconnaissance
program, and the development pis for roconnaisssace capabil-
isles of the Department of Defense and the military serrie ees;
(c) plans be made to improve the continuity of manageaeneut
of the XRO. particularly with respeect'to career sped tsts
who may be heavily taxed in meeting schedules for new satellites.

(d) pains be taken to ensure consistency between Depart-
meent Of lefe>ese directives which guide the national reconnaissance
program and pertinent directives emanating from higher
authority, such as National Security Council Intelligence Directives;
(ar) within the Department of Defense present and planned
relationships be clarified as between the NRt3, the Defense
faatelUgence Agency and the National Security Agency.
