Deputy Director/Research SUBJECT : Coverage of Soviet Military Camps in Cuba 1. Immediately upon the successful completion of the Donovan mission to Cuba and when and if he returns with the American prisoners, the Agency should immediately ask for a meeting of the Special Group in order to obtain permission for low-level coverage of the suspected sites in Cuba that may be occupied by Soviet military personnel. The Director has indicated this should be a matter of the highest priority for the Agency and that we should aggressively pursue the obtaining of hard facts on the status of Soviet personnel in Cuba in order to satisfy the demands of highest authority. 20 Please keep this office advised of developments. 25X1A yman B.
