Morning meeting with the DCI. Present were: General Ca rter,
Mr. Helms, Dr. Scoville, Mr. Bross, Mr. Earman, Mr. Cline, Mr. Sheldon,
Colonel White, Mr. Houston, Dr. Kent, Mr. Jack Smith, and
The DCI expressed concern over the forthcoming withdrawals from
Cuba, and asked that a number of steps be taken in at once for closest possible
coverage. He wants NRO today to plan on having up enough U-Zs over ports
and equipment and personnel, concentrating ona{odus indications. He directed
that DD/P arrange to have liaison assets cranked up. He directed that an inter-
agency task force under DD/I's chairmanship be established to report daily.
The task force is to include NPIC. DCI wants to examine the photography.
The DCI expressed concern over equipment difficulties with the A-l2.
He said he wants to tell the 5412 committee what these difficulties are. The
DCI directed that DD/R prepare a daily memo to be given to the DCI and DDCI
each morning describing this stuation.
