You returned to me the attached paper addressed to you
from AD/SI, dated 3 October 1963, and asked that I inquire
into its genesis, the nature of the "debate," and the action
expected of us.
Attached also is a memorandum of 25 July to the Acting
Assistant Director/SI from you, signed as DD/R, which appears
to put the matter in complete context.
Chamberlain in his memorandum of 3 October in the last
paragraph requests your advice in how to properly size the
problem. He is ready to proceed, as you suggested, on the
more narrow issue. However, if it is a larger -o gram level
discussion, then he seeks advice as to whether should
undertake a survey.
