Thank you for sending me the memorandum on information concerning the OCI courier system so that I 25X1A could explore with of the Office of the DD/1, the possible security problems. 25X1A 2. After discussions with and refreshing a spry concerning discussions I had with. 25X1A 25X1A of the Office of Current Intelligence, an o the opinion that the statement relative to encouraging the couriers to read material of a Special intelligence nature is scwhat different than might appear on the surface. 3. OCI like the rest of the Agency works on the "used to know" principle, and I as sure that the couriers do not read individual documents which they do not need to know in order to carry out their duties efficiently. The main purpose of OCI encouraging the couriers to read "certain" publications, which have rather wide distribution, is to keep then thoroughly aware of the importance of the type of material they are handling so that they will not let dawn their guard and tend to give it routine handling.
