The technical objectives and the fund limitation are presented to assist the contracting officer In the preparation of a "statement of work" and to obtain a level of effort commensurate with the fungi available. 2. Technical-- Qualifications a. The object of this contract is to obtain from the Eastman Kodak Company, research and development support which will improve the operating effectiveness of various programs using photographic sensors. In view of the Eastman Kodak Company's unique project experience, technical pre-eminence and reservoir of scientific and engineering talent, the contract will be estab lished as a "level of effort" to allow the contractor maximum freedom in selecting the technical areas in which the contractual resources will be devoted, b. The contractor shall be authorized to investigate through study, test and the use of engineering breadboard equipment, Approved For Release 2002/1R --RDP66B00728R000100130043-8 NRO 25X1 Approved For Release 2002/10/2Sf5P66B00728R000100130043-8 new methods which will further the "State of the Art"In photographic techniques and practices as it pertains to aerial reconnaissance, especial emphasis on the best means of exposing, processing and duplicating photo-sensitive materials. c. In regard to manpower, the initial contract should uthorize a level of effort of (including scientist uglneers and support personnel) over a period of 12 months. d. Although the contractor will have the freedom to select the technical areas best suited for expending the contractual research effort,. in instances where an expenditure of more than !s anticipated on a single task or item, the took or item will be identified as a "significant project". ' "Signlfic ant projects,, will require NRO approval and be subject to written reports of progress on a quarterly basis. e. Progress on all work under way and plans for future work will be reviewed quarterly by the DNRO or his designated resentative. During these informal reviews, the contractor be given guidance as to areas where new development will be most beneficial. At this time the contractor also will be advised of instances where the tasks being pursued are in conflict with other programs, or In duplication of similar work being accomplished elsewhere, and instructed to re-orient such tasks accordingly. ni- d-RDP66B00728R000100130043-8 2 Approved For Release 2002/1 W 25X1 Approved For Release 2002/10/21 : CIA-RDP66B00728R000100130043-8 SECRET f. Reporting procedures will be limited to the informal quarterly briefings, periodic written reports as required for ?significant projects" and other written reports considered by the contractor as being of technical interest or value. Although some reports will be useful in appraising the success of the "level of effort" program, it will be left to the discretion of the contractor to determine the text, format and frequency of publication for technical reports. When reports are prepared, the security classification will be kept at thelowest level possible without jeopardizing overall project security. instances when, for security or for proprietary ons, the contractor chooses not to be identified as the originator report, the report will be prepared without letterhead or ignature and forwarded to the DNRO under a letter of transmittal marked for "Official Use Only. " g. The contract will provide for the testing of equlpm production laboratory, which is operated under a separate contract. However, all costs for such testing will be funded under this research and development contract.
