SUBJECT: Concurrence in Amendment No. 11 to Contract No. AF33(600)-37821
with 991), Project IDEALIST and Air Force
1. This memorandum contains a recommendation submitted for
concurrence of the undersigned. Such recommendation is contained in
Paragraph 5.
2. Contract No. SC-991 provides for the services of necessary
personnel to assist in installation, training of Government personnelp
operations, service and repairs to equipments previously delivered to
the Project and FOG under Contract SC-990. The contract also provides
for the repair and modification of six D-Racks for 0SI. Amendment No.
11 has been drawn to extend the period of performance through 30 June
1962 and to provide additional funds for the extended period subject
to the availability of funds for this purpose duxing the Government's
Fiscal Year 1962.

FY-1962 IDEALIST Funds, when available, in the amount of
should be obligated to cover this requirement. This amount
represents approximately half the required funding for FY-1962. Pay-
ments made to the Contractor from the "Common" funding should be
charged 100% IDEALIST/0% Air Force. By concurrence to this memorandum
the Comptroller signifies that the obligation from FY-1962 funds has
been noted and will be recorded when funds become available.
4, Certification of funds for this contract will be handled under
the procedure approved by the Director of Central Intelligence on
15 December 1956 which, in effect, results in all covert expenses
involving issuance of Treasury Checks being accumulated in a separate
account within the Finance Division. The amounts in this account will
be periodically scheduled for certification of the vouchers by the
Director. This procedure eliminates the necessity for a separate
certification of authority under Section 8(b) of Public Law 110, 81st
Congress, (formerly 10(b) - see 85-507 dtd 7/7/58) for each contract.
