This memorandum contains a recomnendati.on submitted for concurrence of the undersigned. Such recommendation is contained in Paragraph 5. 20 Contract No. AF33(600)-37821 (SC-991) provides for the services of necessary personnel to assi$tin installation, train goverrment personnel in the operation of, service, and to make minor repair to equipments previously delivered to the Project and FOG under Contract No. SC-990. Amendment No. 4 to the contract has been drawn to extend the period of performance through 30 June 1960 and to provide additional Project CHALICE and Air Force funds for the first half of FY 1960. 25X1A 3. Fiscaal Year 1960 CHALICE funds, when available, in the amount of - and Air Force "No Year" funds, when available, chargeable during FY 1960 in the amount of should be obligated to cover the. 25X1A contract for the period 1 July 1959 - 31 December 1959. By concurrence to this memorandum the Comptroller signifies that the obligations from CHALICE and Air Force FY 1960 funds has been noted and will be recorded when funds for FY 1960 are available. 4. Certification of funds for this contract will be handled under the procedure approved by the Director of Central Intelligence on 15 December 1956 which, in effect, results in. all 8(b) expenses involving issuance of Treasury Checks being accumulated in a separate account within the Finance Division. The amounts in this account will be periodically scheduled for certification of the vouchers by the Director. This procedure eliminates the necessity for a separate certification of authority under Section 8(b) of Public Law 110, 81st Congress, (formerly 10(b) -- see 85-507 dtd 7/7/58) for each contract. 5. This memorandum contains a recommendation submitted for concurrence of the undersigned. Such recommendation is contained in Paragraph 5. 2. Contract No. AF33(600)-37821 (SC-991) covers the services of necessary personnel to assist in installation, train government personnel in the operation, service, and to make minor repairs to equipments previously delivered to the Government under Contract No. SC-990. The contract also provides for the furnishing of necessary equipment, tools and items of materials and services of personnel required to repair, overhaul and make modifications to the equipments mentioned above returned to the Contractor's plant. 3. Amendment No. 3 to the contract obligates an additional amount of of FY 1959 CHALICE Funds to cover an overrun incurred due to the additional services of Contractor's Technical Representative required at th These services were required for the flight testing of S stem VII. Authority for the obligation of an additional amount of of FY 1959 CHALICE Funds is contained in Program Approval - dated 27 May 1959. By concurrence to this memo- randum the Comptroller signifies that funds are available for this additional obligation. 4.
