1. This memorandum contains a recommendation submitted for approval
of the Director of Central Intelligence. Such recommendation is set
forth in Paragraph 5.
2. Amendment No. 2 to Contract AF33(6O0)-37821 is being issued
for the purpose of placing additional funds on the subject contract.
25X1D These funds will be used primarily to cover the procurement of a =
25X1D for subsequent installation in an Agency
Aircraft. Contract No. AF33(6OO)-37821 is a Time and Materials type
contract and work is authorized by the Contracting Officer or his
25X1D representative by Work Orders and it is anticipated that a Work Order
will be issued for th

3. Amendment No. 2 obligates an amount o hargeable
to Fiscal Year 1959, Project CHALICE Fund . crease results in
25X1A a total obligation under the Contract By concurrence to
this memorandum the Comptroller signifies that sufficient funds are available
for this additional obligation.
4. Certification of funds for this contract will be handled under
the procedure approved by the Director of Central Intelligence on 15
December 1956, which in effect results in all 10(b) expenses involving
issuance of Treasury Checks being accumulated in a separate account
within the Finance Division. The amounts in this account will be
periodically scheduled for certification of the vouchers by the Director.
This procedure eliminates the necessity for a separate certification of
authority under Section 10(b) of Public Law 110, 81st Congress, for each
contract.
