SUBJECT: New Contracts,. -Project
1. Please initiate contracts with the following companies,
to accomplish phase I of the Project:
a. Itek Corporation, Lexington, Massachusetts
`t. Perkin-Elmer Corporation, Norwalk, Connecticut
c. Hycon Manufacturing Company, Monrovia, California
d. Lockheed Aircraft Corporation, }3urban1c, California
e. General Dynamics, Fort Worth, Texas
2. Phase I is an eight week study program leading to a
design Competition for the final aircraft-optical system configur-
ation. During the study period, up to six specific optical systems
will be designed, and detailed parametric analyses performed by the.
contractors. Itek, Perkin-Elmer, and. Hycon will designs, for both the
Lockheed U'2M and General Dynamics RB5 L+ aircrafts, with the optical
and aircraft companies working cooperatively as associate contractors.

3.. In addition, it is anticipated that
will act as a consultant to the
three optical companies during the design phase, on the basis of a
separate contract. proposal will become available
about 15 June, and it is not possible to anticipate its specific
contents.
4. work statements
a. Work statements are contained in the proposals submitted
by the optical companies. These are not uniform, nor are they
adequate in all respects. We propose the following as a simple

Corporation will pcrfor: t the following
specific itcras cxt trork to accomplish the objectives described
in this proposal:
1. A configuration and design study for each of two air-
craft., as specified by the, goverment project officer,
which viii result in detailed system 3xd subsystem speci-
floationa as outlined in the proposal.
2. A parametric system analysis which will define system
perfo nce under real operating conditions, and which will
result, in optimization of all subsystem and components.
3. Incorporation of mission operating data and bacl.ound
studies, as esunplicd by the government project officer., into
a mission profile which will generally describe operatin3
rccuircmmcntu of the system before, during, and after operation.

for the right on the part of the Agency to utilize consultants

time does not permit establishment of new individual. clear-

den nstratcd a high level of technical performance in re-

for the proposed work, through our detailed analysis of the
preliminary designs.
