Approved For Release 2006/04/1;qR P66B00728R000300010044-8 DPS-1206 Copy L of 6 9 June 1958 MEMORANDUM FOR THE RECORD SUBJECT: Concurrence in Amendment No. 6 to Contract No. SC with Lockheed Aircraft Corporation, Burbank, Calif., 25X1A Project CHALICE (Air Force) 25X1A 1. This memorandum contains a recommendation submitted for approval of the Special Assistant to the Director for Planning and Development. Such recommendation is set forth in Paragraph 6. 2. Contract No. SC-58 covers the furnishing of technical representatives for the Air Force in the ZI and overseas for the period 1 July 56 thru 30 June 1958. It also covers training of AF personnel in maintenance of the basic aircraft and the furnishing of Auto Pilot field engineers. 3. This Amendment No. 6 extends the period of performance through 30 June 1959 and obligates additional funds. It also provides for billings to be submitted on a period basis with indications as to the current unexpended balance. The present fixed rates will be used as provisional billing rates pending negotiation of fixed rates for the new period. 4. Air Force "No Year" funds in the amount of Q should be obligated during FY 1959 to cover the requirements of Amendment No. 6. By concurrence to this memorandum the Comptroller signifies that sufficient funds are available for this additional obligation. 5. Certification of funds for this contract will be handled under the procedure approved by the Director of Central Intelligence on 15 December 1956, which in effect results in all 10(b) expenses involving issuance of Treasury Checks being accumulated in a separate account within the Finance Division. The amounts in this account will be periodically scheduled for certification of the vouchers by the Director. This procedure eliminates the necessity for a separate certification of authority under Section 10(b) of Public Law 110, 81st Congress, for each contract.
