1. This will reply to your questions raised in
graph 4 of referenced memorandum.
2. The eleven 081 overseas slots stion f

memorandam are carried on the staffing complement of the
Office of the flD/S&T. That Office in allocated ceiling to
cover each of these slots. Therefore, the DD/P has no
interests In the slots or the coiling question other than
agreeing that 31 personnel be stationed in the overseas
area
concerned. Should we return an incumbent without
replacement, he carries his Belling with him.
