The following thoughts are somewhat scrambled and are offered only as a possible jog. to your memory on some points. a. By combining the majority of the Agency's technical re sponaibilitie s and assets into one unit we are able to have sufficient resources under one roof to do a much better job of accomplishing our mission. b. In many cases, requirements, research, develop- ment and operations are under one roof and will result in the shortest time scale from idea to intelligence production with no gaps. c. We are large enough to provide flexibility necessary to handle major special projects, to up-grade our in-house research and development and to have a personnel career structure big enough to be useful and attractive to applicants. d. In the personnel structure we have a generous grade structure. We will have sabaticals with industry and universities in both directions. We will be able to have a much broader and active contact with science in the universities, industry, DOD, NASA, etc. e. We can provide the flexibility of inter-unit personnel transfer. Our across-the-board interest will provide a base for much greater support to other Agency elements. Qur approach to computer utilization will shift from one of support to administrative elements to include scientific computation and data handling. Special emphasis will be put on employing the computer for very complicated flight planning, especially in the OX vehicle. g. Our legal freedom in the contracting field provided an extreme flexibility and rapid responses once a decision is reached. h. Because of the importance of intelligence in the highest level Government planning, we can obtain scientific support from most major research organizations and senior scientific individuals in a manner sometimes not available to such large organizations as the DOD. i.
