in connection with your appointment as Consultant (without compensation)
with the Scientific Advisory Board, office of the Chief of Staff,
requesting that certain forms be executed and returned to this office.
Your attention is invited to the fact that although your appointment
has been finalized, no payment for your services can be made until

Members absent: Malone, Wheelon, Whipple, and Van Allen.
At a short luncheon meeting the Panel agreed to:
1. Accept the Invitation of President Patty to meet at the
University of Alaska during March 1960. Exact date to
be determined later.

2. Met in Washington, D. C. on November 10-11, 1959.
3. Agenda for November 10-11 meeting to include
(a) Completion of Panel Report for 1959 to meat Novezbor 15
date requested by Secretary-SAS.
Plan Panel's program for 1960.
Receive briefing on Air Force Arctic Operations.
Consider suggestions by Panel hers for possible Panel
action. These Include: Whelon on Ionospheric Studies;
wads an IG date, generally; Schilling on Scientific
exploration of space by ground based methods; PAFB/RCA
on ballistic camera techniques with rockets and satellites
for geodetic and other Air force needs. Goldberg on
preservation of radio frequencies for radio astronomy.
The Chairman has the toner to invite the Panel to hold their November 10-11
meeting in the Conference Room of The RAND Corporation, 1000 Connecticut
Avenue, W. W., Washington, D. Co.
