1. It is wholeheartedly agreed that the new Pen agon-Lengley link
should be employed to the greatest extent possible to effectuate secure cam
mull/cations between the Washington offices of Dr. Charyk and Dr. Scoville.
Certainly, within this concept it should be employed for all official
expeditious classified communications between these points on matters of
mutual interest and concern under the DPP.
2. With regard to the kind of traffic outlined in, your memorandum of
24 April 1962, my Security people have expressed concern that certain cate-
gories might be misinterpreted as to scope and, as a result, inadvertently
messages might be dispatched to certain stations on the link not authorised
to receive same (e?g., stations approved only for information on a certain
project should under no circumstances be INFO or ACTION on a message pertain
ing to other projects).
3, I would suggest that a representative of your office confer with
the Chief, Security Branch, TPD, to ensure that we do not breach security in
the procedure* we implement. Of course, this link should be immediately used
for communications between our mutlaR1 offices and those of SAMS DCII and
DER/CIA.
