In answer to your request, I am forwarding herewith the views of the United State* Intelligences Board an the intelligence requirements. Z. I am of the opinion that two regularly-scheduled U-2 missions a day designed to coyer the Cuban island and flown under predictable weather conditions can satisfy the high-level USIB requirements. If bad weather precludes flying, the postponed missions should be flown later when weather permits and should be in addition to the regularly-scheduled two-a-day. 3.
