1, Personnel Strength - Dr, Scoville confirmed that
his Greenbrier meeting produced agree he Air Force that
they would provide personnel strength at thus alleviating the
very real DPI? overstrength problem. The details of how this arrangement
might work were not discussed, and was asked to put the negotia-
tion in motion.
After a considerable discussion of the merits of granting staff em to ment
to people without formal technical training, it was agreed that 25X1
versatility and availability argued in favor of granting immediate staff employ-
ment. He had decided to leave the Air Force in any event. Although this
decision is firm, Dr. Scoville asked that discussions be undertaken with
to see to what extent, if any, this decision would present
problems for him,
3. DPD Consultants - With respect to the listing of present DPD
consultants as contained in DPD 2254-62, Dr. Scoville said he wished

able to support the Bailey course if it were given for two weeks in late
September or early October. It is open only to GS-15's and supergrades,
with a preference for the latter, Dr. Scoville said he would attempt to
have at least one participant from the DD/R but could not guarantee even that.
There will also be the one week course for the GS-14 level in
June and Dr. Scoville said he thought it would not be possible for the DD/R
to participate in that.
