Dr. Scoville commented that the whole subject was so much up in the air that it would make more sense to delay a response for three months. In any event, the response will come to the DD/ R after the DD/ P has approved it, at which time the DD/ R response to one specific item will be added. 2. DD/ R Charter: Dr. Scoville said the Agency notice (HN 1-15) assigning the Special Projects portion of DPD to the DD/ R had been recalled because it had been faultily drafted. No progress has been made between Messrs. Helms and in delineating the division between those specific positions to be assigned, respectively, to DD/ R and DD/ P. Dr. Scoville said he would call Mr. Helms and attempt to re-open the subject. 3. DD/R Budgetary Matters: ~ said that the DPD Finance Branch was preparing the Fiscal 1963 and 1964 budgets for the immediate office of the DD/ R, based on information given to them by 0 25X1 DPD Finance Branch is also working on the required five-year projection of Special Projects activities. They are able to complete this task with respect to on-going projects but will require extensive consultation with Dr. Scoville with respect to new projects. DD/R Personnel Matters: a. showed Dr. Scoville a proposed T/O for the immediate office of the DD/ R. Dr. Scoville agreed with it except to suggest that the grade of one of the proposed technical assistants be reduced from GS-17 to GS-16. b. reported that in a meeting with DPD Support personnel on personnel matters, it had been revealed that only in the Special Projects activities to be trans- ferred to the DD/R were potential S&T careerists. Another fact noted in this meeting was that Special Projects will start out with a ceiling that is E::::bositions in the red because of a previous action of in approving an increased staffing pattern for the area without approving the authorized strength to accommo- date it. c. Social Science Research: Dr. Scoville said, commenting in response to a question, that he wanted to avoid giving a formal answer on the late query whether social science research should be placed in the DD/R. SIGINT Staff: I said he had heard that the Agency SIGINT Staff was now to be assigned to the Deputy DD/I (Mr. Sheldon). 7. Channels for NSA Information: I said that NSA had succeeded in getting on the USIB agenda yesterday an item proposing that certain range data be transmitted directly by NSA to "the highest levels of Government" without prior distribution to OSI and SAC. The item was referred by the USIB to the SIGINT Committee of the USIB, chaired by Gen. SaWord. The alleged reason for this proposal by NSA was the reduction of security leaks. 8. S&T Course: I (reported that the upcoming S&T for DD/ P case officers is under-subscribed, as usual. If the course does come off, he suggested that it would be useful to have at least one presenta- tion from a high level customer (not OSI). suggested it would 25X1 be useful to present a case history, if there is a good one. Dr. Scoville suggested that 1 -1 could make a good presentation along these 25X1 lines because of his past position. New Audio Committee: Dr. Scoville reported that I I and have been constituted as a subcommittee, under the Killian Committee, to study positive and counter audio efforts.
