T MORANDUM FOR THE RECORD
THE DIRECTOR
EXECUTIVE SECRETARY, NSC (Copy to)
1, As you know, the ad hoc committee established November 20,
1947 to rewrite for the IAC the proposed National Security Council
Intelligence Directives dated October 30, 1947, met again on Janu-
ary 6th to consider unfinished business from their last November
meetings,.
2. Proposed DCI 1/5 of October 30, 1947 was redrafted - in fact
rewritten. Originally this was planned to legalize the work now being
.done by CIA on captured documents and to permit CIA. to exploit other
periodicals of common interest. You will see, however, that in the
process it has been very much reoriented into a survey,.
3, Furthermore, the committee reversed its previous decision and
decided that the proposed DCI 1/5 should now be issued as a NSCID, in
view of the fact that paragraph 7 of NSCID 1 states that services of
common concern should be performed when the National Security Council
determines that they can be more efficiently accomplished centrally.
ICAPS and General Counsel, however., think that this is incorrect so far
as this detailed work is concerned.
4. The DCI is already authorized to make surveys under paragraph 2
of NSCID 1 (of ttmaterialtt not "activities.," they claim), but the idea. of
the new NSCID is to direct you to make these particular surveys as soon
as practicable, That, I think, can be done by a DCI Directive previously
agreed to by the IAC members. Such details need NOT be referred to the
NSC and set forth in NSCIDts.
5. Most of them seemed to think it would be a good thing if CIA
could find out just who is translating foreign periodicals and what
these translations are used for. They recognize that there are tons of
captured documents, too big a job for any one organization to handle,
but they think that a survey would show at least where these documents
are and possibly some broad subjects, with a view toward an arrangement
on the working level for the ultimate objective of a fairly complete
centralized index.
6, Attached are the old DCI 1/5 of October 30, 1947 and, in its
rewritten form, DCI 1/1 for ready comparison. The working level in 00
sees nothing greatly wrong with the new paper DCI 1/1, so I have recom-
mended that it be issued as a proposed DCI Directive and circulated for
IAC concurrence or nonconcurrence. After all it is our proposal, but
changed and written by the ad hoc committee, so I think we should choose

the form in which it is to be issued @Ad the IAC members may advise as
they see fit. If they do not concur., paragraph 3c and a of NSCID 1
establishfr the procedure to be followed.
7, The old theory of the Board of Directors prevailed throughout
the meeting (with much futile argument), as they have the idea they
should determine how we should do things., especially the representatives
of the State Department. They fail to see a difference between "cooperate"
and "coordinate"t (And often fail to do either onett)
8. Although no action was taken on the remaining two papers.,
DCI 4/1 and DCI 3/1 of October 30th, because they are so closely tied
in with the NSCID'a 2 and 3 which have not yet been formally issued by
the NSC, it was suggested that DCI 4/1 be circulated to the lAC agencies
as only a circular memorandum. I., however., feel this should not be the
case under paragraph 3c of NSCID 1 which provides for the Director's
implementing the Couno Directives. If we give up DCI Directives for
mere memoranda,, I feel sure that we shall run into obstacles in the
departments which will militate against effectively carrying out the
matters which we wish to have established.
9. Since so much time was spent on DCI 1/5., and since DCI 4/i and
DCI 3/1 have yet to be considered to completely replace the NIA and CIG
Directives.,nothing was said yesterday about the proposed procedures;for
the IAC., which we have had drafted since December 18. I now think., since
this ad hoc committee is primarily "agin"'everything., that rather than
bring up these IAC procedures before this ad hoc group., it might be
better to circularize them direct to the IAC members as CIA proposals;
and then the IAC members can reply if they wish to and give "advice" on
the subject, Perhaps., however,, (if we survive that longtt and get these
NSCID's and DCI's outtt) we can have some sort of ad hoc discussions about
the permanent standing committee before disbanding this ad hoc committee
and referring that paper to the IAC.
