It is realized that NSCID 7 may possibly increase our activ- ities in the field of alien interrogation. It is not believed that such increase requires any substantial increase in our existing facilities in conducting this activity. 2. The Federal Bureau of Investigation has indicated that it has no objection to our interrogation of-aliens on a highly selective basis -- providing that "prior to interviewing such individuals, you clear the matter with the headquarters of this Bureau, inasmuch as any one field division may not always b cog in zant of a pending investigation by this Bureau in other field divisions." 3. With specific regard to your memorandum of 1 December 1947, listed as Reference A., above: a. The establishment of an Alien Interrogation Unit at this time is not favorably considered. It is desired that full use of the administrative and reports facilities of the 25X1A be utilized in carrying out our functions pertaining alien interrogation and that there be no increase in personnel for the purpose. This does not preclude your requesting addi- tional personnel if and when the work load in this regard proves such increase necessary. We cannot justify, in the present stage of our development, the permanent acquisition of a '*safe house" either through lease or purchase. When necessary to provide wuch a facility we will utilize hotel rooms or guest homes. 4. Effective at once, all clearances with the Federal Bureau of Investigation with regard to.the interrogation of aliens will be done thru the Washington headquarters of the Bureau and in writing. /s/ R.
