Current corking arrangements between the several I.I.C. agencies provide for the following division of primary responsibility in the handling of biographic information on foreign personalities: 2. These arrangements have proved advantageous to all concerned. Much duplication of effort has been avoided, and it is believed that the current flow of information on personalities of these categories is being srti sfactorily handled. 3. It seems desirable that the principle should now be carried. a step further, in order to cut down the overlap in responsibility which still embraces all categories of personalities save those mentioned in paragraph (1) above. took longer than it should have becv+.use it required personnel of this office-to-do much of their work in the offices of other agencies. In the course of their work they discovered., as might have been anticipated, that there is extensive duplica- tion of effort and file-keeping. Jackets and dossiers concerning the same indi- vidual scientists often were found in several different offices. 5. It is proposed .at the kiograph~ Intelligence Register, Reference Center, A & M, C.I.A., henceforth be assigned primary responsibility-for the main- ten?ance of biographic data on foreign scientific personalities. Contemplated pro- a. The analysts of each agency would henceforth be absolved of responsibility for biographic data on foreign scientific personalities received by them from other agencies. (O.N.I. analysts would cease analyzing such data. when received by them on War Department or State Department forms.) b. Copies of all abstracts would be transmitted to the Biographical Intelligence R.egi;ster, Reference Center, C.I.L. d. The Register would codify and index, by machine methods, all such data received; and would incorporate the actual abstracts 6. It is requested. that the foregoing proposal be placed before the 7. Accepta=nce and implementation of this proposal will not altogether eliminate overlaps and duplication of effort in the field of biographic intelli- gence. Economists and industrialists immediately spring to mind as categories of personalities still being analyzed, to greater or less degree, by all agencies. In the not too di.-5tant future we may be able to work out a system for dealing with them but, for the moment, it is believed we will do well to concentrate our atten- tion on the scientific personalities and get them cleared up and. systematized.
