It is assumed that the revision of the draft of
January 13, 1948, "for the sake of clarity" was not
intended to alter the substance of the earlier draft
other than to include provisions to meet the Army+s
objections, wiaich is accomplished in para ld.
Accordingly the following amendments are required in
order that the March 3 version conform to the substance
of the January 13 version, which the Department approved
without change.
1. In para 1 b., line 3, delete the
insert at that point the word "and."
2. In para 1 c., line 1,
before the word "exploitation."
3. In para 2 b., line 3, delete the
