PROPOSED NATIONAL SECURITY COUNCIL INTELLIGENCE DIRECTIVE NO. 8
FOREIGN DOCUL NT EXPLOITATION
Pursuant to the provisions of Section 102 of the National
Security Act of 1947, and for the purposes enunciated in paragraph
(d)(4) thereof., the National Security Council hereby authorizes and
directs that:.
1. The Director of Central Intelligence shall survey and,
as may be agreed with interested agencies, catalogue, abstract., index,
and translate much portions as are required to meet specific requests,.,
for intelligence purposes, all captured documents having an intelligence
potential related to the national security,
2, The Director of Central Intelligence shall:
ae Survey the activities of the various government agencies
in the field of exploitation of the foreign press and periodicals
for intelligence purposes;: and
b, As may be agreed with the interested agencies, cataloguer
abstract, index, and translate, for intelligence purposes, fc eign
periodicals and press having an intelligence potential related to
the national security*
